Earlier this year, the Skills and Post-16 Education Act was introduced to support the burgeoning green economy and help level up and drive growth across the whole country. The Institute for Apprenticeships and Technical Education (iFATE) was given the green light to create and deliver a new unified skills system, which means that schools are now required to make sure all children get to meet people who provide technical education routes such as apprenticeships, T Levels or traineeships – opening their eyes to a wide range of careers. Green skills will be prioritised so that the training on offer across the country meets the needs of the growing green economy and helps get more people into jobs, which is great news for the industry.
This Supplement focuses on Skills, Regulations, Legislation and Training, and brings you the latest from the industry leaders. Aico writes on its newly launched City & Guilds Assured qualification; Hager discusses its ongoing commitment to supporting electrical contractors; and the ECA looks at what needs to change along the construction route. With expert advice on existing installations, RCD protection of socket outlets, AFDDs, surge protection, inspection and testing, Hager’s CPD-accredited Amendment 2 webinar comprehensively covers all the key topics.
Amendment 2 webinar: what’s covered? RCD protection of socket outlets: One of the key areas of change within Amendment 2 relates to RCD protection. Regulation 411.3.3 – referring to RCD protection of socket outlets up to 32A – has been redrafted and now has three indents for the requirements of RCD protection not exceeding 30mA. In the webinar, electrical contractors can learn more about what this important change means, and which AC systems do and do not require additional RCD protection. AFDDs: The webinar also offers in-depth support on one of the biggest changes in Amendment 2 – AFDDs. The changes have seen them move from being recommended to mandatory in certain types of installations. The webinar looks at the four types of premises where AFDDs shall be provided for single-phase AC final circuits supplying socket outlets with a rated current not exceeding 32A. In addition, the course offers advice and guidance on how electrical contractors can achieve the same levels of protection in premises where AFDDs are not mandated.
Surge protection
Amendment 2 has removed the option to do a risk assessment to ascertain if surge protection is required: 443.4.1 Transient over voltages due to the effects of indirect lightning strokes. Protection against transient over voltages shall be provided where the consequence caused by the over voltage could result in: (i) Serious injury to, or loss of, human life (ii) Failure of a safety service, as defined in Part 2 (iii) Significant financial or data loss

For all other cases, protection against transient over voltages shall be provided unless the owner of the installation declares it is not required due to any loss or damage being tolerable and they accept the risk of damage to equipment and any consequential loss. The webinar will cover this important area in depth.
Inspection and testing
The one-hour session examines the major changes to insulation resistance, and what contractors should do in the situation where equipment is likely to influence the result or be damaged. As well as addressing changes to RCD testing and how this may differ depending on the type of RCD which is used. Finally, the interactive webinar provides electrical contractors with the opportunity to access expert technical insight via a Q&A section.

The ongoing growth of new technology across the electrical contracting industry, teamed with the challenges of meeting the green agenda, means that electrical skills are leading the low carbon, hi-tech, building services revolution. This brings with it great opportunities to attract new recruits into the industry, and to upskill those already in the workforce, writes Andrew Eldred, ECA Director of Workforce & Public Affairs.

Apprenticeships remain at the heart of electrical industry training. The four-year electrotechnical apprenticeship has weathered the COVID-19 storm well, with intake numbers holding up throughout the pandemic and even an increase in new recruits this year. Even with these encouraging figures, we need to be mindful that the number of applicants always greatly exceeds the number of opportunities available, so we really do need more employers to get involved in apprenticeship recruitment. To ensure that industry training remains fit for purpose and relevant to employer needs, it’s important that the content of the apprenticeship and the accompanying industry assessment of competence, the AM2, continue to reflect workplace requirements. A review of the Installation Electrician apprenticeship standard in England is now underway and ECA is encouraging Members and other businesses to get involved in the online consultation process in the coming months. In addition to looking at industry-specific technical needs, the Institute for Apprenticeships and Technical Education (IfATE) now also requires consideration of wider-reaching aspects, such as mental health, diversity, sustainability and modern working methods. The new Domestic Electrician apprenticeship, now approved for delivery in England, introduces an

industry-recognised standard, along with a rigorous assessment route, that has long been called for within the domestic market. Since it follows all the latest IfATE specifications and requirements, ECA says it may be able to use some of the learning from the Domestic Electrician development process to inform the Installation Electrician review.
Recognising prior learning
For those already working in the industry, the parallel Experienced Worker Assessment (EWA) route for the Installation Electrician will also be revised to reflect the new apprenticeship requirements. In addition, a new Domestic Electrician EWA is already under development by an industry working group. Both EWAs will build on experience to date. For example, whilst many training providers are operating as intended, ECA says it sees some who refuse to give adequate recognition to prior learning (RPL) and others who are overly generous and fail to acknowledge the EWA entry requirement for five years’ post-training experience. Action is taken wherever issues are identified, but these incidents clearly highlight the need for more prescriptive governance frameworks. ECA, through TESP, is therefore working with awarding organisations to put these frameworks in place. To help ensure it can have a wider picture of any training providers who do not have adequate RPL processes in place, the organisation says it is keen to hear of any ECA Member experiences of the problem.
Upskilling and wider career progression
These two core foundations – apprenticeships and EWAs – are also the starting point for ECA’s ‘Electrician Plus’ model for progression and qualification in new technologies. ECA has worked with

City & Guilds on its new qualifications for electrical vehicle charging and says it is pleased to see that learners must hold a recognised electrical qualification to register for an EV charger qualification. ECA is now working with MCS to embed similar requirements for other relevant technologies. To help ECA Members offer clearer career progression routes and identify available support, ECA is currently working on a guide to apprenticeships which may support progression into managerial, business, commercial or higher technical roles. Higher-level apprenticeships such as these can be an excellent opportunity for further development. Employers can benefit, either by using their apprenticeship levy or drawing down funding to upskill via an apprenticeship programme.
Offsite techniques and systems integration
In terms of technical skills, work is ongoing to explore the impact of new methods such as offsite construction and the increasing need for skilled personnel to ensure smart and intelligent systems are properly integrated with each other. ECA has identified Member support for a structured training route for this specialist ‘Systems Integrator’ role, and, importantly, that it should be developed via upskilling of qualified electricians. Clearly, there is much in the pipeline and exciting, if challenging, times ahead. ECA is at the forefront of driving change to ensure industry needs are met. AFDDs NOW MANDATORY Among the significant changes included in Amendment 2 to BS 7671:2018 (18th Edition of the IET Wiring Regulations) is a new requirement for Arc Fault Detection Devices (AFDDs) in AC final circuits supplying socket outlets in some types of higher risk residential buildings.

egulation 421.1.7 now requires that AFDDs conforming to BS EN 62606 shall be provided for single phase AC final circuits supplying socket outlets with rated current not exceeding 32A in the following:
• Higher Risk Residential Buildings (HRRB) • Houses of multiple occupancy (HMO) • Purpose-built student accommodation • Care homes

HRRBs are assumed to be residential buildings over 18m in height or in excess of six storeys, whichever is met first. For all other premises, the use of AFDDs conforming to BS EN 62606 is recommended for single phase AC final circuits supplying socket outlets not exceeding 32A. Where used, AFDDs shall be placed at the origin of the circuit to be protected. Amendment 2 was published on 28 March 2022 and comes into full force on 28 September 2022. By introducing AFDDs to its Elucian by Click consumer unit and protective devices collection, Scolmore is offering contractors a comprehensive range of AFDDs to help them satisfy the new requirements. Located inside the historic Mansfield Mills, dating back to 1847, the facility features a learning environment where low carbon technologies can be explored and learned. Learners will have access to excellent training facilities that provide real-life work scenarios, including the use of all the required training rigs and components, as well as an outdoor roofing structure simulating real-life conditions for solar PV installations. Following the completion of their course, participants will be able to earn industry-recognised credentials. NAPIT has, for more than a decade, been offering a range of courses with a team of professional trainers who each have several years’ experience. The company has traditional training centres throughout the country, which allows learners to take classes at convenient locations. This new centre, however, will serve as a centralised location for learning that will bring together a wide range of disciplines. Since NAPIT is a Microgeneration Certification Scheme provider, having a centralised place to offer tradespeople training, certification and assessment for low carbon technologies, further enhances its offerings.
